Roseville Planning Commission Application
Miriam E. Stone
REASONS FOR WANTING TO SERVE ON THE PLANNING COMMISSION
I am committed to seeing public bodies achieve excellence in service. Citizens expect
and deserve fresh innovative solutions to the challenges facing their communities. They
also deserve dedication to making the most of the opportunities presented to their
communities.
That said, a planning commission has the challenge of balancing competing land use
interests and the opportunity to put into motion the vision and plan of its community.
These two broad features of a planning commission are what draw me to seek a position
on Roseville's Planning Commission.
My legislative and legal experience has been focused on land use, development,
redevelopment, environmental regulatory concerns, public financing (special
assessments, bonds, utilities, fees), municipal governance, long range planning and
personnel. This experience is particularly appropriate for translation into the various
tasks assigned to a planning commission - even the personnel issue as there are many
interpersonal, data practices and open meeting law concerns that cross through every
municipal activity.
I want to assist Roseville in meeting the planning needs facing its residents, developers,
property owners and businesses. I believe I can bring to the Planning Commission a
perspective that is beyond the traditional regulatory box, while respecting the strengths of
an established first-tier suburb.
MY VIEW OF TFIE PLANNING COMMISSION'S ROLE
It appears the rote activities of a planning commission will involve comprehensive
planning for the physical development and redevelopment of a Roseville, providing
zoning recommendations, suggestions for official actions to be taken to implement plans,
and reporting to various decision-making bodies regarding the status of the community.
Those activities involve, but are not limited to, recommendations involving:
1. Comprehensive Planning
a. land use classification
b. transportation systems
c. housing needs
d. sanitary sewer, storm sewer and drinking water infrastructure needs
