Department Approval Manager Approval Agenda Section Item Description: Consent 2002 Teamsters Partial Contract Terms Back�round: The City of Roseville maintains five wage systems with three collective bargaining units (Law Enforcement Labor Services, Teamsters and International Engineering Operators Union) and the exempt and non-exempt groups. Although wages are provided in five different plans, the City maintains a policy of parity for all employees. According to the philosophy, comparable wages and benefits are consistently provided to the five employee groups. In addition, the City benchmarks itself with comparable municipalities. The City has yet to settle its contract for the 2002 year with LELS or the Teamsters. During a mediation meeting on August 1 st all parties representing the Teamsters and the City were able to come to an understanding on all but one contract item ( Insurance Article XVIII) for the 2002 contract. Since agreement has been reached on all other contract items, as a good faith measure the City and the Teamsters wish to put this partial contract into place and only focus arbitration (if necessary) on the one open issue of Insurance language. It is thus recommended that the following Teamster contract items be approved for the 2002 calendar year contract effective January 1, 2002 : 1. Wages will increase 3.75 percent. 2. The Longevity Pay schedule will increase 3.75 percent. 3. The Educational Incentive Pay will increase 3.75 percent. 4. The Uniform Allowance Pay will increase 3.75 percent. 5. Specialist Pay will adjust to $190 per month. 6. POST language will be added to the labor agreement. 7. No other changes to be made to the existing Labor Agreement except the provisions of Article XVIII Insurance either by mutual agreement of the parties or by interest arbitration.
