City Council Minutes — 08/12/02 <br />Page 5 <br />employees and/or tenants in the building, and the <br />perceived impact on their operations. <br />City Attorney Jamnik was consulted on whether the City <br />had any basis or criteria for denial, if it meets <br />compliance as a permitted use. City Attorney Jamnik <br />stated that there would be no basis for denial, stating that <br />the Minnesota Department of Commerce had approved <br />the application, and the local review was only to obtain <br />any zoning and criminal background information not <br />previously reviewed by the State. <br />Mr. Frambo was present to respond to questions and <br />concerns of Councilmembers, and stated that he had <br />spoken to other tenants in the building, and their <br />feedback to him was supportive of the business. Mr. <br />Frambo stated that his business was scheduled to be open <br />from 9:00 a.m. to 8:00 p.m., to facilitate customers after <br />normal banking hours. <br />Further discussion included an understanding by <br />Councilmembers of concerns of other businesses, but <br />recognition of limits of the law in allowing permitted <br />activities. <br />Klausing moved, Schroeder seconded, approval of the <br />request by George Frambo and Global Financial <br />Outsourcing Services, Inc. to operate a currency <br />exchange business under the name United Check <br />Cashing within Suite "C" at 2219 County Road D. <br />Acting Mayor Kough requested input from the public. <br />Dave Reschetz spoke as a new tenant at 2219 County <br />Road; and spoke of his concern regarding the type of <br />clientele using this type of business. <br />Acting Mayor Kough closed the Public Hearing at 8:05 <br />p.m. and called the motion. <br />
