City Council Minutes — 08/12/02 <br />Page 4 <br />and recognized the architectural design team from <br />Meyer, Scherer and Rockcastle, Ltd. for their innovative <br />design. <br />Mr. Brokke presented the 2002 Innovation Design and <br />Excellence in Architecture Using Structural Steel <br />(LD.E.A.S.) Award related 2000 new park shelters <br />constructed at Acorn, Evergreen and Central Parks to <br />Acting Mayor Kough on behalf of the City. <br />IIL Public Hearings <br />A. Public Hearing regarding the Request by United <br />Check Cashing to Operate a Currency Exchange <br />Business at 2216 County Road D, Suite C(PF 3416) <br />Acting Mayor Kough opened the Public Hearing at 7:45 <br />p.m. <br />City Manager Beets advised Councilmembers that the <br />City had received a petition that day from fellow tenants <br />in the building at 2216 County Road D. Copies were <br />distributed to Councilmembers and the Recording <br />Secretary as a Bench Handout. <br />Community Development Director Dennis Welsch <br />reviewed the request of George Frambo, owner of Global <br />Financial Outsource Services, Inc., d/b/a United Check <br />Cashing, as an applicant to the Minnesota Department of <br />Commerce to operate a currency exchange business in <br />Suite "C" at 2216 County Road D(Tower Glenn). Mr. <br />Welsch provided background information and staff <br />comment, stating that the request fell under the <br />guidelines of a permitted use within a B-4, Retail Office <br />Service District as a bank or financial institution, and <br />staff recommended Council approvaL Mr. Welsh <br />advised that staff had received numerous phone calls, in <br />addition to the petition, opposing the proposed use. <br />Discussion items included past Council precedence and <br />experiences with similar businesses; identification of <br />petitioners as customers of existing tenants, business <br />Public Hearing <br />United Check <br />Cashing <br />2216 County Rd. D <br />(PF 3416) <br />
