City Council Minutes — 08/12/02 <br />Page 17 <br />without using reserves. <br />Mayor Kysylyczyn reviewed past Council action, with <br />two proposals for funding being brought forward; and <br />with a vote of four to one, the motion carried for a bond <br />issue not to exceed $9,000,000; with $5 — 7,000,000 <br />allotted for the Public Safety building and $2,000,000 <br />allotted for the Public Works facility. <br />Councilmember Klausing clarified with Finance Director <br />Miller that the City was not committed to the $9,000,000 <br />bond issue at this point. Councilmember Klausing stated <br />that, with the Public Safety and Public Works projects, <br />and the Arona site are also interlinked, and concurred <br />with resident Ed Burrell's comments regarding <br />consideration of a future community center prior to the <br />public safety building site plans; stating that he would be <br />voting against the motion as it now stands. <br />Councilmember Maschka had no comment when queried <br />by Mayor Kysylyczyn. <br />Councilmember Schroeder thanked Public Works <br />Director Schwartz and other staff inembers for refining <br />the improvements to a"bare bones" concept. <br />Councilmember Schroeder stated that while the cost <br />estimates exceeded expectations, he was encouraged by <br />the staffs attempts to reduce costs. <br />Councilmember Kough concurred with Councilmember <br />Klausing's concerns regarding a community center, but <br />did not want to stop the process at this point, and would <br />support the motion as it now stood. <br />Further discussion included building code compliance; <br />and functionality of the facility that would serve the <br />current needs and projected future needs at least twenty <br />(20) years into the future. <br />Mayor Kysylyczyn called the motion. <br />
