Consider adding a Rule to City Council Standing <br />Rules of Procedure to Require a Unanimous or Four- <br />Fifths Vote to Add Items to Agenda on Day of <br />Meeting <br />Maschka moved, Klausing seconded to amend the City of <br />Roseville City Council's Standing Rules of Procedure <br />(Rule 15) to read, ". .. at each Council meeting, the <br />Council may, by four-fifths vote of the entire Council, <br />alter the published agenda of business for that meeting. <br />Councilmember Maschka stated that, with this Standing <br />Rules of Procedure change, items being added to the <br />agenda at that meeting would be an exception, not the <br />rule, with a super majority required. <br />Councilmember Klausing spoke in favor of the motion, <br />stating that he agreed with Councilmember Maschka's <br />concerns and that it was important that the citizens have <br />trust in the process; with written materials be provided <br />for review prior to decision-making. <br />Councilmember Klausing expressed his appreciation of <br />Councilmember Schroeder's willingness to make items <br />part of the written agenda. <br />Councilmember Schroeder stated that he would not <br />support the motion as stated. <br />Councilmember Kough stated that the "Communications" <br />portion of the agenda is appropriate for additions to the <br />agenda, and stated he was not supportive of the motion as <br />stated. <br />Mayor Kysylyczyn called the question, and asked City <br />Manager Beets to call the roll. <br />Roll Call <br />Ayes: Klausing and Maschka. <br />Consider <br />Addition to <br />City Council <br />Standing <br />Rules of <br />Procedure <br />
