City Council Minutes — 08/12/02 <br />Page 27 <br />to exceed $100 per applicant for internal officer <br />promotion to sergeant. <br />Mayor Kysylyczyn spoke against the motion, stating that <br />he concurred with Councilmember Schroeder's opinion <br />that the incoming Police Chief pursue the options. <br />Councilmember Klausing spoke in favor of the motion, <br />expressing concerns about the implications an incoming <br />Police Chief may perceive regarding Council's support of <br />him. Councilmember Klausing stated that it was the <br />Council's duty to set policy, not micro manage the day- <br />to-day operations under the job duties of the City <br />Manager. <br />Councilmember Maschka concurred with <br />Councilmember Klausing. <br />Councilmember Schroeder stated that he was still <br />apprehensive, and while not supporting the motion <br />wholeheartedly, he didn't want to stop the process. <br />Councilmember Kough stated that he would be voting in <br />favor of testing with the monetary cap as amended. <br />Mayor Kysylyczyn called the motion. <br />Roll Call <br />Ayes: Maschka, Schroeder, Kough, and <br />Klausing. <br />Nays: KysylycZyr�. <br />Acting Police Chief Sletner asked for clarification of the <br />motion. <br />Maschka moved, Klausing seconded, to authorize hiring <br />of the Records Technician and an entry level officer as <br />requested. <br />Roll Call <br />Ayes: Maschka, Schroeder, Kough, Klausing and <br />
