Agenda Section ReportslRecommendations Purchase of New Audio-Visual Equipment for Council Chambers The Government Access cable Channel 16/in-house production system at Roseville City Hall was installed in the City Council chambers in 1990. From 1990 through 2000 some equipment was replaced as needed and modest upgrades were made. In 2001 new cameras, microphones and speakers were installed. However several key components of the system still need to be replaced. Concerns about the need to upgrade the equipment were presented to the Council at its June 19, 2000 work session and the August 24, 2001 work session. Those concerns included less than desirable audio and video both for the viewing audience and for Council and audience members in the chambers. Staff also identified a series of steps to address those concerns. A committee comprised of City staff and staff inembers of government access consortiums has reviewed and prioritized equipment needs. Committee members toured the chambers. They then used the priorities established by the Council to address equipment solutions for 2001 and for 2002. To improve the audio this year an assisted listening system was installed. To improve the video the plan calls for installing flat panel monitors on the dais so Council Members can more easily and clearly see items shown at the presentation desk. Also a mobile 50" flat panel monitor would replace the television on the cart. This flat panel monitor will allow Council Members to more easily and clearly see items shown at the presentation desk during work sessions. Additionally adding a new digitally compatible switcher will improve the video signal for cable viewers. Pol1Cy Implications For these types of purchases the city secures quotes, bids or buys the items through the state contract bid list. The bid list has a negotiated price reduction for state agencies and municipalities. Each proposed item is either included on the state's bid list or an approved equivalent will be provided at the same or lower cost. The City of Roseville routinely buys items off the state bid list including police squad cars and heavy machinery used by the Public Works Department. Financial Implications The 2002 budget includes funds to pay for purchase of this equipment. CTV has offered to have their engineer Andre Barte do installation at no cost to the City. He will be assisted by City staff inembers Tim Pratt, Terre Heiser and Aaron Seeley.
