� � .z�;' . ._ .. <br />TRAVEL PATTERNS <br />Existing transit service in the corridor serves two north-south markets with service west of Snelling <br />focused on downtown Minneapolis; service to the east focuses on downtown St. Paul. The re- <br />gional roadway system serving the corridor provides both freeway and surface arterial connections <br />within the study area and to regional destinations. Traffic volumes on these regional roadways <br />have shown a historic trend of increasing growth that has created traffic congestion to extend past <br />the corridor on I-35W. <br />DEVELOPMENTANALYSIS <br />The land use analysis methodology identified the total land area within the study area and then <br />arrived at a series of areas (or sites) that appeared likely for long term redevelopment. Further <br />qualification was accomplished through an interview process with the communities. The result <br />was a series of Opportunity Sites. Three land use scenarios were then created • ranging from <br />existing land use to more intensified development patterns and a mix of Smart Growth principles • <br />which would be applied to each Opportunity Site. <br />Current Trends <br />Current Trends represent the existing conditions and patterns of development as designated by <br />local comprehensive plans. <br />Moderate Smart Growth <br />Moderate Smart Growth is focused on a more active mix of land uses, and taking advantage of infill <br />opportunities to redevelop more intense patterns that would include a variety of residential uses <br />and services. <br />Intensive Smart Growth <br />Smart Growth principles would be applied to create mixed-use, walkable neighborhoods and em- <br />ployment districts. Infill and redevelopment opportunities would focus on transit-oriented <br />neighborhoods and districts connected to the regional transit corridor. <br />SCENARIOS <br />Current Trends: Anticipated growth from existing conditions is not expected to change measur- <br />ably. <br />N�r•theast Diagonai � AND uSE/tRANSIT $tudy <br />
