i \..
Request for Council Action
Departm nt Approval 1Ianager
i'
Item escription: Funding to cover sergean
Background
Introduction:
Approval
,
Date: September 23, 2002
Item Number: , C,
Agenda Section
Organizational Business
sition promotional test expenses.
A few months ago, the police department approached council requesting approval to test for the position of
sergeant. Council requested a dollar estimate for the testing process and authorized the police department to
spend no more then $100.00 per applicant. Since that time, it has been determined that the testing process will
cost considerably more then $100.00 per applicant.
A breakdown of testing costs is as follows:
B-PAD testing. This exercise is interactive. The candidate views a videotaped scenario and then
reacts/interacts to the situation. This interaction is videotaped and scored by the testing company. It costs
$1,000.00 to rent the tape, and $105.00 to score each candidate. 7 officers have expressed interest in taking the
sergeants promotional test. The B-PAD total costs would be $1,735.00.
Common Sense testing. This is a written test. It scores the candidate based on scenarios, where the best and
worst course of action is asked of the participant. The test costs $150.00 to purchase, $20.00 per person to
score. The Common Sense test total costs would be $290.00.
Peer Review. This is a written exercise where the candidates and supervisory staff rate each candidate based on
a set of standards. The Peer Review test total cost would be $950.00.
The police department would like to use these three tests. Total costs would be $2,975.00, which exceeds the
original expense limit of $100.00 per officer. This process is very important to the department. It behooves us
to use high quality and timely testing materials to ensure we select the best possible candidate for the position.
Council Action Reauested
Approve the increase in the sergeants promotional testing expense amount from $700.00 to $2,975.00.
