Department Approval: <br />REQUEST FOR COUNCIL ACTION <br />1�Ianager Reviewed: <br />/ � / ��, , ii� <br />DATE: 09/30/02 <br />h <br />ITEM NO.: ��„ <br />� <br />Agenda Section: <br />_ � <br />�1����� �r � <br />�������� <br />�.. <br />Item Description: Discussion of Monuments at Le�ngton and Larpenteur Relating to Sight <br />Distances <br />Background: <br />Lighted entry monuments were constructed in 2000 at the intersection of Lexington Avenue and <br />Larpenteur Avenue as part of the Larpenteur Avenue Streetscape Improvements Proj ect. These <br />entry monuments were part of the design by Dahlgren, Sharlow, Uban, Inc., which was approved <br />by Council on December 13, 1999. As required by the MnlDOT State Aid Office, Ramsey <br />County also approved the plans on November 12, 1999. <br />Subsequent to construction there has been concern raised regarding the sight lines to the east <br />when making a right turn on red from southbound Le�ngton Avenue. All turn movements are <br />controlled by the signal at this intersection except the permitted right turn on red. <br />Discussion: <br />Staff has requested the Ramsey County Traffic Engineer to review the intersection relating to the <br />sight concerns and make a recommendation to the City regarding right turn movements or any <br />necessary modifications. <br />Our initial conversation with Ramsey County included three potential options. <br />1. Removal of the three entry monuments adjacent to Larpenteur Avenue, east of <br />Le�ngton, at a cost of $5,000 to $10,000 <br />2. Installation of a No Right Turn on Red sign on southbound Le�ngton at <br />Larpenteur at a cost of $100. <br />3. Do nothing if the Ramsey County recommendation is that enough intersection <br />control is in place. <br />These were preliminary options identified by Ramsey County. An official report will be <br />presented to the Council at the meeting. <br />REC01�I1�IENDED COUNCIL ACTION: <br />Receive Ramsey County's recommendation on this matter. <br />Prepared by: Duane Schwartz <br />
