REQUEST FOR CITY COUNCIL ACTION <br />D A T E: 09/23102 <br />ITEM NO: �. -A. <br />Depa n Approval: Manager A proved: Agenda Section: <br />CONSENT <br />Item Description: "Halloween Bon Fire Permit Request from: <br />B-Dale Club, 2100 North Dale Street <br />1.0 Background <br />The B-Dale Club has submitted their annual Bon Fire Permit request for Halloween, <br />2002. <br />The Roseville City Code, Section 404.02 (Open Burning), Subdivision D(Institutional <br />Recreation Burning Permits), states: <br />"The City Council, after review by the Fire Chief and/or Fire Marshal may issue <br />institutional recreation burning permits for schools, social clubs and other organizations, <br />in situations where unique circumstances preclude the ability of the institution to meet <br />the standards of the Code. Conditions may be attached to the permit." <br />The Roseville Fire Marshal has reviewed the request for the bon fire at the B-Dale Club <br />during the time frame of October 3 1, 200?, 6:00 p.m. to November 1, 2002, Noon. <br />Permits have been issued for the past several years and the applicant has complied with <br />any and all conditions set forth relating to the permits. The City Council approved this <br />permit request in 2001 with the condition that the fire not be allowed to smolder or cause <br />any excessive smoke and if the wind speed, at the time of the fire, were in excess of 10 <br />mph, the permit would be invalid. <br />In the past the Council has not deemed it necessary to notify the neighbors in the <br />immediate vicinity. <br />2.0 Staff Recommendation <br />Staff recommends that the Roseville City Council direct the Fire Marshal to issue, to the <br />B-Da1e Club, a permit with the condition as outlined below. <br />3.0 Suggested Council Action <br />By motion, approve the bon fire permit request of the B-Dale Club, 2100 North Dale <br />Street, to conduct a bon fire at 2100 N. Dale Street, from 6:00 p.m., October 3 l, 2002, to <br />12:00 noon, November 1, 2002, with the condition that the fire not be allowed to smolder <br />or cause any excessive smoke and if the wind speed, at the time of the fire, is in excess of <br />10 mph, the permit will be invalid. <br />Attachments: Note from Bob Forliti, Bonfire Chairman,to Council requesting approval of the B& <br />Dale Club fire permit <br />
