Regular City Council Minutes �- 09/23/02 <br />DRAFT Copy - Minutes - Page 4 <br />Refinancing a Health Care Facilities Project." <br />Questions from and discussion among Councilmembers <br />ensued. <br />Mayor Kysylyczyn opened the Public Hearing. No one <br />appeared for or against. Mayor Kysylyczyn closed the Public <br />Hearing. <br />Roll Call <br />Ayes: Maschka, Schroeder, Kough, Klausing and <br />Kysylyczyn. <br />Nays: None. <br />B. Public Hearing — Consider Expenditure of Tax Resolution 10033 <br />Exempt Bonds in Roseville by Wingspan, Inc. Public Hearing <br />Finance Director Miller provided an overview of the request to Tax Exempt <br />consider acknowledgment of the Expenditure of Tax Exempt Bond Issue <br />Funds by Wingspan, Inc., through a Joint Powers Agreement Wingspan, Inc. <br />among the cities of Little Canada, Falcon Heights, <br />Minneapolis, Bloomington and Roseville; with the City of <br />Little Canada issuing the bonds. <br />Kysylyczyn moved, Schroeder seconded, approval of <br />Resolution No. 10033 entitled, "Resolution Giving Host City <br />Approval to the Issuance of Health Facilities Revenue <br />Obligations for a Project by Wingspan Life Resources Located <br />in the City of Minneapolis, Under Minnesota Statutes, Sections <br />469.152 through 469.1651 and Approving a joint Powers <br />Agreement (Wingspan Project). <br />Discussion ensued regarding the increasing density of this type <br />of housing; applicable legislation; and the use of the City as a <br />tax exempt conduit for this funding. <br />Mayor Kysylyczyn opened the Public Hearing at 7:26 p.m. No <br />one appeared for or against. Mayor Kysylyczyn closed the <br />Public Hearing. <br />Roll Call <br />Ayes : Maschka, Kough, Klausing and Kysylyczyn. <br />
