Regular City Council Minutes — 09/30/02 <br />DRAFT Minutes - Page 2 <br />Ms. Swenson provided an overview of the process and <br />study completed; and gave a brief history of the Urban <br />Design Center through the University of Minnesota and <br />their involvement in partnering with the Coalition studying <br />future growth in and among the seven communities, <br />including transportation, housing, environmental and <br />infrastructure issues. <br />Mr. Benke reviewed past, current and anticipated growth <br />in the coalition cities. <br />Mr. Benke stated that the original question put forth by the <br />I-35W Corridor Coalition was, "What would happen if all <br />seven cities the in coalition developed in accordance with <br />their Comprehensive Plans; could their respective and co- <br />mingled systems support such growth? <br />Ms. Swenson reviewed efficiencies found with the mixed- <br />use concept, and extended an invitation to the Roseville <br />City Council and Planning staff to November 13, 2002 at <br />approximately 5:00 p.m. for a Planning Summit. <br />Mr. Benke stated that the Build Out Study demonstrates <br />the value of incorporating transit supportive and mixed- <br />use design concepts in development and redevelopment <br />efforts, and sought individual city support for and <br />integration of the Build Out Study into future planning for <br />each of the respective cities through adoption of a <br />resolution of support, leading in the transition from study <br />to implementation of solutions. <br />Mr. Benke reviewed the recommendations of the I-35W <br />Corridor Coalition Board and criteria of the resolution, <br />which include: <br />1. Adoption of transit supportive and mixed use <br />center design concepts as a means to guide growth <br />in the I-35W Corridor; <br />2. Amendment of individual city Comprehensive <br />Plans to include mixed use options; <br />3. Use of overlay zones as an implementation <br />
