Development and implementation of transit service <br />strategies needed to support the Coalition's growth <br />scenario; and <br />6. Integration of lifecycle housing options into <br />community planning activities. <br />Discussion items included lack of funding for current and <br />new Minnesota Department of Transportation (MnDOT) <br />projects; legislative priorities; the Metropolitan Council's <br />potential intent for e�tension of infrastructure systems <br />(i.e., sanitary sewer services); and revised zoning <br />classifications. <br />City Manager Beets informed Councilmembers that city <br />staff has put together a B-6 mixed use Zoning District for <br />Twin Lakes. Community Development Director Dennis <br />Welsch addressed the City's existing B-6 Zoning District <br />and stated it would be coming before the City Council in <br />the near future to clarify uses; proponents adhere to a <br />Master Plan, with mixed uses in Planned Unit <br />Development. <br />B. Fire Department Issues Fire Dep't. <br />City Attorney Jamnik led a brief discussion, as previously Issues <br />requested, regarding Relief Association Eligibility for <br />Professional Fire Personnel related to the State Auditor's <br />position that dual membership in two pension plans (i.e., <br />Relief Association and Public Employees' Retirement <br />Association) constitute double credit for the same service <br />in contravention of state law, and potential implications to <br />state aid revenues. <br />Maschka asked if this issue were appropriate for Council <br />consideration and involvement; stating that the issue <br />would be between the State and Relief Association Board, <br />and their membership. <br />
