Regular City Council Minutes — 09/30/02 <br />DRAFT Minutes • Page 9 <br />encouraged by Councilmember Kough to allow Mr. <br />Lambert a moment to speak; Mayor Kysylyczyn refused, <br />stating that Mr. Lambert was a grandstander trying to <br />create controversy. <br />Councilmember Maschka called for a point of order and <br />moved to appeal the ruling of the Chair. <br />Mayor Kysylyczyn refused the point of order, stating the <br />issue was finished. <br />Mayor Kysylyczyn moved to continue immediately with <br />the agenda items, but then allowed a vote on the appeal of <br />his ruling. He encouraged members to vote aye to affirm <br />that the ruling of the Mayor was the ruling of the body. <br />Roll Call <br />Ayes: Schroeder and Kysylyczyn. <br />Nays: Maschka, Klausing, Kough. <br />The ruling of the Mayor did not carry, therefore the appeal <br />of the Chair was successfuL Mayor Kysylyczyn then <br />moved, but was not seconded, to allow Mr. Lambert to <br />speak for no more than two (2) minutes. <br />Mr. Lambert addressed the Council, stating he had never <br />taken more than three (3) minutes; asked City Manager <br />Beets if there was an incremental cost for each individual <br />page; and expressed approval of the City employees <br />initiative to prepare and sign a petition for the good of the <br />community; and suggested that the Council consider a <br />professional outside survey to determine the level of <br />happiness among City employees. <br />Mayor Kysylyczyn stated that, on a related issue brought <br />to the Councilmember Schroeder's attention when staff <br />was encouraged to provide input regarding the proposed <br />police and public works building expansions and/or <br />renovations, replies were brought to the Council's <br />attention by phone, rather than the suggested e-mail, with <br />employees expressing fear in their responses becoming <br />
