Regular City Council Minutes — 09/30/02 <br />DRAFT Minutes - Page 8 <br />contained a political bent; reiterated concerns about letters <br />or petitions being done on city time and property. <br />City Manager Beets respectfully disagreed with the <br />Mayor's assumption of the petition containing a political <br />bent; stated that he would review the Mayor's concerns <br />with City Attorney Jamnik and revise personnel policies if <br />determined necessary, in order to address the use of city <br />time, property and/or equipment. <br />Mayor Kysylyczyn stated that he had received calls from <br />employees who work at City Hall alleging that they felt <br />pressured by other employees to sign the petition, and <br />were made to feel uncomfortable. <br />City Manager Beets stated that he had specifically asked <br />the employees presenting the petition if any duress had <br />been placed on any employees to obtain their signatures; <br />and was told that, while some individuals chose not to sign <br />the petition, others opined that they wanted the cover letter <br />to be more, hard-hitting. <br />Mayor Kysylyczyn again asked if it proved a positive <br />work environment to have pressure applied for signatures; <br />expressing concern that potential adverse working <br />relationships could ensue. <br />Mayor Kysylyczyn requested, and City Manager Beets <br />assured, that he would follow through regarding the use of <br />the city paging system and employee use of city time, <br />property and/or equipment. <br />Councilmember Kough stated that he had taken no offense <br />to the petition, but asked that in the future if an employee <br />sees a problem, they follow appropriate grievance <br />procedures; requesting that the meeting agenda items be <br />resumed. <br />Dick Lambert, 800 Brenner Avenue <br />Mr. Lambert came to the podium; however, Mayor <br />Kysylyczyn refused to recognize Mr. Lambert.
