Regular City Council Minutes — 09/30/02 <br />DRAFT Minutes - Page 11 <br />Upon Mayor Kysylyczyn's polling of those audience <br />members attending for this item, the majority appeared to <br />be supportive of the revised development plans. <br />City Planner Thomas Paschke provided a brief overview <br />of the most recent revisions provided to Councilmembers, <br />stating that they had originally reviewed the Concept Plan <br />at their August 19, 2002 meetings. The revisions <br />represented continuing discussions among the developer, <br />city staff, and neighborhood input. <br />Mayor Kysylyczyn spoke to the numerous public <br />information opportunities provided during the early stages <br />of this project. <br />Schroeder moved, Kough seconded, final (second) reading <br />of Ordinance No. 127 1 entitled, "An Ordinance Amending <br />Title 10 of the City Code, Changing the Zoning Map <br />Designation of Certain Real Property at 2245, 2263 and <br />2275 County Road B, from Single-Family (R- 1) <br />Residency District to a Planned Unit Development with <br />Underlying Zoning Two-Family (R-2) Residence <br />District." <br />Discussion items included removal of street bays, creating <br />a straight street for maintenance purposes; reduction in the <br />number of units; shift in roadways to accommodate <br />additional open space; staff continuing to provide <br />Councilmembers with up-to-date information in a timely <br />manner; 10% variation acceptability from plans, without <br />additional Council approval; public concerns regarding <br />landscaping; and further definition of "payment in lieu of <br />land" in Section 6.13 of the staff report regarding park <br />dedication fees as recommended by the City's Parks and <br />Recreation Commission on a case-by-case basis. <br />Mayor Kysylyczyn clarified for public information that, <br />should they wish to appeal a staff decision regarding <br />deviation from the approved Site Plan, they needed to <br />bring that information before the City Council, in their <br />
