A. <br />Agenda Section: <br />Reports/�iecommendations <br />Item Description: Selection of Project Locations for the 2003 Pavement Management <br />Program: Streets, Pathways and Parking Lots. <br />Background: The City's Pavement Management Program (PMP) began in 1986. At that time, <br />the City was split into 73 neighborhoods, and a two-phase program was initiated. The first phase <br />of the program, completed in 1997, consisted primarily of street reconstruction. The second <br />phase of the program focuses on maintenance projects, which emphasize pavement preservation. <br />Below is a brief outline of work being completed in the second phase: <br />2 <br />3 <br />4. <br />Reconstruction of streets not completed in the first phase of the program due to condition <br />of the pavement at that time. <br />Incorporation of the Ramsey County turnback roads into the program. <br />Maintenance of existing permanent streets through milling and overlaying pavements and <br />repair of settled or broken concrete curbs. <br />Crack sealing and seal coating of existing pavements. <br />This two-phase program has quickly reduced the number of problem streets within the City to a <br />manageable level, less than 3% of the street system. We will be able to maintain that level by <br />providing maintenance on streets that fall into Condition Index ranges that indicate certain <br />maintenance treatments are needed. In general terms, Condition Index ratings of 65 to 100 <br />required routine maintenance, such as crack sealing and seal coating. Ratings of 35 to 65 <br />indicate more intense maintenance is needed, such as mill and overlay of pavements and some <br />rehab of concrete curb and base. Condition Ratings of 35 and below indicate reconstruction is <br />the only cost effective method of bringing a pavement up to standard. <br />In 1999 we expanded the Pavement Management Program to manage the condition of City <br />Pathways and Parking lots. We have developed an inventory of these facilities and have added <br />them to our Capital Improvements Program. <br />Discussion: The majority of the proposed 2003 PNIl' Program consists of pavement <br />rehabilitation through mill and overlay projects. Two small reconstruction projects are proposed <br />for Pineview Court and Victoria Service Drive north of Sandhurst Avenue. These two streets do <br />not have curb and gutter and still have the original pavement and rolled bituminous curb they <br />were constructed with. These two projects would be subject to the City's special assessment <br />policy, as these adjoining properties have not been assessed for street construction in the past. <br />The condition of all pavements in the proposed program is deteriorating at a rate to cause them to <br />be recommended for these projects and to minimize stopgap maintenance measures.
