REQUEST FOR COUNCIL DISCUSSION/DIRECTION
DATE: 10/14/02
ITEM NO: III C
Department Approval: Manage Ap roved: Agenda Section:
W % ;G(X tp: PRESENTATIONS+
Item Description: Accessory Housing Units — What is Roseville's Perspective?
REQUEST: Discuss the city's position on establishing a provision in the city code allowing
accessory dwelling units (ADUs). Provide direction concerning the need to update the city
code.
1.0 BACKGROiJND
1.1 Mr. David Ault, property owner at 320 North McCarrons Boulevard wishes to create an
accessory "mother-in-law" or guest house on his site. He has requested staff to find a time
to discuss the policy (and possible ordinance change) with the Council. In the past month
the Roseville Planning Staff has been asked to clarify the City's policy regarding
accessory housing units. Previously the staff has had requests to establish such units on
the same lot, or in the same residential building, but the City Code simply does not
address the issue.
1.2 Many cities in the metro area do allow accessory apartments or guest houses either by direct
right or by a permit process. As an example, attached is the City of Shoreview regulation.
2.0 QUESTIONS ABOUT ACCESSORY DWELLINGS
2.1 What is an accessory dwelling?
Accessory dwelling units (ADU) generally are small housing units for 1 or 2 individuals,
used to provide a greater range of housing choices in single-family residential districts on
lots with a minimum size (11,000 square feet in Roseville). It is an additional smaller,
subordinate dwelling unit on a lot either within an existing or new house, or on the same
lot (a guest house). Because this is generally allowed in a single family district and the
predominate housing type is owner occupied detached housing, in most cases the owner
of the properiy also live on the site. A mobile home is not considered an accessory
dwelling. An accessory dwelling unit that meets the expected requirements of the City
Code could be allowed in the R-1 and R-2 zones or on any multi-family-zoned lot
developed with an existing single family dwelling.
2.2a Why would Roseville encourage accessory dwellings?
Accessory dwelling units could serve a need in Roseville because they:
1. Provide a range of housing choices in existing buildings and neighborhoods;
2. Provide additional dwelling units while minimally increasing housing densities,
at minimal costs, and with little disruption to esting neighborhoods;
3. Allow individuals and smaller households (seniors, generally) to retain large
houses and residences;
4. Provide opportunities for older or younger relatives to live in close proximity
