2. The alle�ation is that Campbell Knutson wrote a contract in <br />Golden Vallev that violated the Plan B form of �overnment. MY <br />conclusion is that there was a political battle in Golden Valley <br />with lots of people makin� lots of char�es, but no Jud�e ever <br />concluded that a contract written by Campbell Knutson <br />violated the Plan B form of �overnment and, moreover, Mr. <br />Jamnik did not write the contract in question. <br />Campbell Knutson represents the Metropolitan City and County <br />Managers Association. Roger Knutson is Campbell Knutson's lead <br />attorney to that client. A city manager who belongs to that organization <br />asked Campbell Knutson to represent him in a severance or separation <br />situation he was facing, not with the incumbent Golden Valley City <br />Council, but with newly-elected councilmembers who had not taken <br />office yet. That city manager had served Golden Valley for approximately <br />17 years and was six months shy of his PERA pension. That city <br />manager wanted to negotiate a separation agreement with the Golden <br />Valley City Council that allowed him to work for six more months and to <br />earn six more months of pension credits so he could retire. Campbell <br />Knutson did represent that city manager. Some residents of Golden <br />Valley and some newly-elected but not yet sworn-in councilmembers <br />opposed that city manager's effort to earn six more months of retirement <br />credits; one of their many objections was that the city manager's <br />proposed separation agreement violated the Plan B form of government. <br />My findings on this allegation are that: <br />Mr. Jamnik had very little involvement in this entire matter; <br />Roger Knutson, a senior and well-respected municipal and <br />employment law attorney in Minnesota, provided almost all <br />legal representation on behalf of Campbell Knutson to the <br />Valley city manager, not Mr. Jamnik; <br />Mr. <br />of the <br />Golden <br />. The proposed separation agreement was fully supported by the <br />incumbent City Council, though it was criticized by newly-elected <br />councilmembers; <br />No Judge ever ruled that the <br />proposed separation agreement <br />government, and no Judge e� <br />agreement as violating the Pla <br />Golden Valley city manager's <br />violated the Plan B form of <br />�r interpreted the proposed <br />B form of government; <br />. Mostly at the request of Mayor Kysylyczyn, Mr. Jamnik has <br />provided legal advice to the Roseville City Council about the Plan B <br />2 <br />
