Manager Reviewed: Agenda Section: <br />1 <br />\ Hearings <br />_���� <br />Item Description: Public Hearing for Minnesota Department of Transportation's Trunk Highway <br />280 Reconstruction Project. <br />Background: Mn/DOT has come forward with the preliminary plans for the reconstruction of a portion of <br />Trunk Highway 280. This item has been before the City Council twice; August 21, 2001 and 7anuary 14, <br />2002. <br />The State has received federal funding for the reconstruction of a portion of TH 280 in 2005. The limits of <br />reconstruction are from several hundred feet south of Broadway Street to Hwy 36. This section of road has <br />accesses at Spring Street, Summer Street, Roselawn Avenue, Walnut Street and County Road B. To <br />improve safety, the State has proposed to close these direct accesses onto TH 280. In addition to these <br />closures, three of Paper Calmenson's five accesses onto TH 280 will be closed. However, since the north <br />portion of the Paper Cal site is not connected to Broadway Street, limited access into Paper Cal will remain <br />temporarily. Once redevelopment occurs on this site, a11 access to TH 280 will be eliminated. <br />The City of Lauderdale will be holding their public hearing on this issue November 26. Staff will forward <br />the results of their decision to the City Council at the meeting on Monday. <br />The State has held two public information meetings regarding this item, on May 7 and November 12. <br />Both meetings were well attended. There are residents that support the project and those that do not. A <br />summary of questions and concerns from these meetings is attached. <br />If this project proceeds, the County will request a turn-back to the City the portion of County Road B <br />between TH 280 and Cleveland Ave. Last fa11, we received a petition from properiy owners along County <br />Road B regarding the need for a pathway along this segment of roadway. In both of our meetings with the <br />neighborhood, this need has been expressed. If the State moves forward with the TH 280 project, the City <br />and County should consider construction of their improvements at the same time. <br />RECOMMENDED COUNCIL ACTION: <br />Approve by resolution, the Minnesota Department of Transportation's Trunk Highway 280 Reconstruction <br />Project (Broadway Street to Hwy 36). <br />Prepared by: Debra Bloom <br />
