Highway 280/ County Road B <br />Neighborhood Meetings <br />Concern from May 7, 2002 meeting <br />Response at November-1 4, 2002 meeting <br />. What is the current traffic on TH 280? County Road B? What is the current traffic at the <br />intersection? <br />Current traffic on TH 280 is 25, 000 ADT <br />Current tYaffic on County Road B: 2500 ADT. <br />Currently 1300 ADT turn right off of TH 280 onto County Road B. <br />It was estimated that traffic volumes on County Road B would be cut in half by closing the access <br />with TH 280. Estimated ADT.• 1200-IS00 ADT. <br />. Traffic is already bumper to bumper on Highway 280, how will the proposed project improve it? <br />The improvement to TH 280 received federal funds based on safety improvements. By eliminating <br />"at gr�ade " access to TH 280, the State is eliminating confZict points. In the last 3 years there have <br />been 2.5 accidents at the County Road B/ TH 280 intersection. By eliminating the access to County <br />Road B; the likelihood of marry of these accidents would be diminished. <br />The proposal has two left turn lanes on northbound TH 280 at Broadway that are Significantly <br />lengthened. This will reduce or eliminate the impacts of queuing on TH 280 thru lanes that occurs <br />during rush hour. Broadway Street will also have an additional left turn lane added for northbound <br />TH 280 traffic. <br />. How will the proposed change impact other major intersections? (Larpenteur Ave/ Cleveland Ave, <br />Larpenteur Ave/ TH 280, Hwy 36/ Cleveland Ave.) The County and State looked at safety and <br />traffic at all the major intersections where traffic would be rerouted. They determined that the only <br />intersection significantly impacted by the access closure was the Cleveland/ County Road B <br />intersection. <br />. The neighborhood expressed concerns about safety and traffic at the Cleveland/ County Road B <br />intersection: Ramsey County has looked at this intersection's current configuration and accident <br />counts. The County traffic engineer has determined that the intersection does need to be <br />reconfigured, adjusting and adding turn lanes with dedicated left turn arrows. Work could be done <br />concurrent with the TH 280 reconstruction project. <br />. The neighborhood felt it was very important to let people know about the change, if the project went <br />forward. The County and State felt that they could send notices to trucks and haulers regarding <br />change. Dead end/No outlet signs could be installed on County Road B. <br />. The neighborhood asked about related system improvements; the TH 280 access ramp to Highway <br />36, the upgrade of the Como and Larpenteur accesses, the Cleveland/ Hwy 36/ 35W ramps. There <br />was an opinion that all of these improvements should be linked together. The State has received <br />funding for a vety specifzc purpose, improvement to the signalized portion of TH 280. These funds <br />could not be applied elsewhere. Improvements to other parts of the system are shown in the State's <br />Transportion System Plan as 2016-2025 improvement projects. <br />. Who will pay for improvements to County Road B? <br />If this project moves fonvard and Ramsey County requests the City take over responsibility for <br />County Road B, the City and the County will need to discuss cost sharing for the improvement. <br />Depending on the scope of the upgrade of the roadway, the City's Assessment Policy may or may not <br />apply. These improvements would be subject to Council approval. <br />
