EXTRACT OF MINUTES OF MEETING OF mE VILLAGE COUNCIL OF ROSEVILLE, MINNESOTA, HELD MAY 24, 1971 * * * * * * * * * * * * * * * * * * * * * * * * * * * Pursuant to due call and notice thereof, a regular treeting of the Village Council of Roseville, Minnesota, was duly called and held at the Village Hall in said Village m May 24, 1971, at 7:30 P.M. The following members were present: Mayor Moll, Councilnen Curley, Grauel, Ancerson and Linebarger and the following were absent: Nale. ~nber Grauel then introduced the following resoluticn and moved its adoptim: RESOLUTION NO. 5659 RELATING TO NORIHERN STATES POWER COMPANY ELECTRIC RATE INCREASE WHEREAS, Northern States Power Conpany is the supplier of electric service in this conmunity; and WHEREAS, the rates and charges of Northern States Power Corrpany for electric service are not subject to effective regulation on a state or regicnal level; and WHEREAS, Northem States Power Conpany has aIUlounced a general rate increase for electric service of approximately eight (8%) per cent; and WHEREAS, this Council believes that the basis for such increase should be subjected to a detailed analysis by persons skilled in utility rate making, to provide assurance to the Village and to other cans~rs of electricity that the rates and charges of Northern States Power Conpany are justified; and WHEREAS, this Council believes that Northern States Power Corrpany should be \filling to submit to such an ex.arnination of its ra tes and charges; and WHEREAS, the costs of utility rate analysis incurred in behalf of the public are customarily borne by the utility being regulated;
