Human Rights Commission <br />Meeting Minutes <br />October 12, 2010 <br />Commissioners Present: Chair David Singleton; Commissioners Gary Grefenberg, Liz <br />Jaeger, Thelma McKenzie <br />Commissioners Absent: Commissioner Peg Kennedy, Marie Oftelie and Barb Yates <br />1. Call to Order: Chair David Singleton called meeting to order at 6:30 p.m. The Clerk <br />called the roll. <br />2. Approve Minutes of September 14, 2010 <br />Commissioner Gary Grefenberg moved and Commissioner Liz Jaeger seconded approval of the <br />minutes. Motion prevailed unanimously. <br />3. Staff /Committee Reports <br />3a. Visions of Success Subcommittee <br />Commissioner Jaeger said the subcommittee had received one application from a youth. He met <br />the criteria for the commission and recommended that the Commission recommend that the City <br />Council appoint the student to a one -year term on the Commission. The committee also <br />recommended that the city reopen the application process and seek further applications and <br />appoint a second youth commissioner. <br />Commissioner Grefenberg raised questions about whether it would be more appropriate to have <br />developed a role and responsibilities for a youth commissioner before appointing someone. <br />Commissioners discussed what role the youth commissioners would have. Commissioner <br />Thelma McKenzie said she did not see the youths as having a different role. They would serve as <br />a voice for youth. Others noted that youths would bring their ideas and develop programs that are <br />of interest to them. <br />The Subcommittee moved the motion to recommend that applicant be appointed to the position <br />of student representative based on having met the criteria and having submitted a strong resume. <br />Motion prevailed two in favor and one opposed. <br />The subcommittee discussed community districting. Chair David Singleton will meet with Chief <br />of Police Rick Mathwig to talk about how the city is divided and how problems are reported. <br />Chair Singleton will also talk with the City Council about the city code and current commission <br />by -laws and the differences in the number of commissioners. The Code talks about seven <br />commissioners and the by -laws talk about 10 commissioners. <br />
