<br />over the property to be included in Tax Increment Financing <br />District Nos. 1 through 13 and the holding of a public hearing <br />upon published and mailed notice as required by law; and <br /> <br />NOW THEREFORE, BE IT RESOLVED, by the city council of the <br />City of Roseville as follows: <br /> <br />1. Tax Increment Financing District Nos. 1 through 13. <br />The City reaffirms the findings previously made pursuant to <br />Minnesota statutes, section 469.175, Subdivision 3 with respect <br />to Tax Increment Financing District Nos. 1 through 13. In <br />addition, the City makes the following findings: <br /> <br />(a) The Plan Amendments conform to the general plan <br />for development or redevelopment of the city of Roseville as <br />a whole. <br /> <br />The reason for supporting this finding are that: <br /> <br />The Plan Amendments will generally compliment <br />and serve to implement policies adopted in the <br />City's comprehensive plan. <br /> <br />(b) The Plan Amendments will afford maximum <br />opportunity, consistent with the sound needs of the city of <br />Roseville as a whole, for the development or redevelopment <br />of Development District No. 1 by private enterprise. <br /> <br />The reason for supporting this finding are that: <br /> <br />The development activities are necessary so <br />that development and redevelopment by private <br />enterprise can occur within Development District <br />No.1. <br /> <br />2. Public Purpose. The Plan Amendments conform in all <br />respects to the requirements of the Act and will help fulfill a <br />need to develop an area of the City which is already built up to <br />provide employment opportunities to improve the tax base and to <br />improve the general economy of the state and thereby serves a <br />public purpose. <br /> <br />3. Filing. The City Manager is further authorized and <br />directed to file a copy of the Plan Amendments with the <br />Commissioner of Revenue. <br /> <br />4. Administration. The administration of Development <br />District No. 1 is assigned to the City Manager who shall from <br />time to time be granted such powers and duties pursuant to <br /> <br />261038.1 <br /> <br />2 <br />
