December 14, 2010
Item 4A
Compliance With ADA
December 8, 2010
To: Roseville Haman Rights Commission
Fr: Debra Bloom, City Engineer
Re: ADA Compliance
The Public Works Department is made up of three divisions whose responsibilities are to provide
for the construction and maintenance of public facilities and the provision of utility services.
The Engineering Division is responsible for all engineering related to the design and construction
of streets, pathways and utilities throughout the City including preparation of plans, construction
observation, and inspection.
The Streets Division oversees maintenance of streets, including sweeping, traffic signs, signal
maintenance, patching, snow removal and storm sewer maintenance.
All pathways within the public right of way in the City of Roseville are under the jurisdiction of
the City.
When a street in the City of Roseville is reconstructed or major maintenance is performed, the
City upgrades all of the pedestrian ramps to meet ADA requirements. This includes the
installation of ramps with truncated domes wherever there are curbs or other barriers to entry
from a pedestrian walkway.
When new public pathways are constructed or existing pathways are repaired, they are likewise
retrofitted to meet ADA requirements.
Routine maintenance on pathways such as sweeping, snow removal, and tree trimming is the
responsibility of the City's Parks Maintenance Division. The responsibility for snow removal on
pathways is dependent on the land use adjacent to the pathway. Snow removal on regional
pathways and pathways adjacent to single family residential properties are the responsibility of
Parks Maintenance. Commercial and industrial property owners are responsible for the removal
of snow on sidewalks and pathways in the right of way adjacent to their property. Attached is a
map showing the pathways in the City and party responsible for snow removal.
For more information on the City's Pathway system and plans for future expansion, take a look
at the Pathway Master Plan at: www. cityofroseville .com /index.aspx ?NID =1274.
