December 14, 2010 <br /> Item 4A <br /> Compliance With ADA <br /> December 8, 2010 <br /> To: Roseville Haman Rights Commission <br /> Fr: Debra Bloom, City Engineer <br /> Re: ADA Compliance <br /> The Public Works Department is made up of three divisions whose responsibilities are to provide <br /> for the construction and maintenance of public facilities and the provision of utility services. <br /> The Engineering Division is responsible for all engineering related to the design and construction <br /> of streets, pathways and utilities throughout the City including preparation of plans, construction <br /> observation, and inspection. <br /> The Streets Division oversees maintenance of streets, including sweeping, traffic signs, signal <br /> maintenance, patching, snow removal and storm sewer maintenance. <br /> All pathways within the public right of way in the City of Roseville are under the jurisdiction of <br /> the City. <br /> When a street in the City of Roseville is reconstructed or major maintenance is performed, the <br /> City upgrades all of the pedestrian ramps to meet ADA requirements. This includes the <br /> installation of ramps with truncated domes wherever there are curbs or other barriers to entry <br /> from a pedestrian walkway. <br /> When new public pathways are constructed or existing pathways are repaired, they are likewise <br /> retrofitted to meet ADA requirements. <br /> Routine maintenance on pathways such as sweeping, snow removal, and tree trimming is the <br /> responsibility of the City's Parks Maintenance Division. The responsibility for snow removal on <br /> pathways is dependent on the land use adjacent to the pathway. Snow removal on regional <br /> pathways and pathways adjacent to single family residential properties are the responsibility of <br /> Parks Maintenance. Commercial and industrial property owners are responsible for the removal <br /> of snow on sidewalks and pathways in the right of way adjacent to their property.
