Regular City Council Meeting <br /> Monday, November 15, 2010 <br /> Page 13 <br /> In general, Councilmember Roe suggested that staff attempt to find more connec- <br /> tions establishing goals to benchmarks outlined in the Imagine Roseville 2025 <br /> document. <br /> Councilmember Johnson concurred with previous comments, noting that there <br /> was a correlation with the community's wellness and the number of emergency <br /> calls to a home, with some form of measurement tracked accordingly. <br /> City Manager Malinen expressed appreciation to the City Council for their pa- <br /> tience with this process, and for their comments tonight; and offered staff's intent <br /> to become more adept in measuring benchmarks accurately and consistently. Mr. <br /> Malinen noted that the attempt was for each department to initially focus on five <br /> (5) items that were easy to measure on a monthly basis, anticipating that some da- <br /> ta would be available for the City Council in January of 2011, with further efforts <br /> made to implement more performance measures thereafter, but not proceeding too <br /> quickly, but allowing it to become part of a regular routine across the board for all <br /> departments. <br /> Councilmember Roe noted that goals were already listed, and otherwise only re- <br /> quiring annually tracking; and suggested that determining where to go with and <br /> following up with those goals would also prove helpful. <br /> 11. Public Hearings <br /> a. Public Hearing to Acknowledge the Expenditure of Tax exempt Funds by <br /> Presbyterian Homes <br /> Finance Director Chris Miller briefly summarized the purpose of the Public Hear- <br /> ing, similar to others often conducted in the past by the City, to consider adopting <br /> a resolution acknowledging expenditure of tax- exempt funds by Presbyterian <br /> Homes. Mr. Miller noted that representatives of Presbyterian Homes were in the <br /> audience if the City Council or public had any questions of them. <br /> Mayor Klausing opened the Public Hearing at 7:30 p.m. for the purpose of hear- <br /> ing public comment on the proceeds to be expended by Presbyterian Homes as the <br /> City of Bloomington proceeds with issuance of tax- exempt bonds for the benefit <br /> of Presbyterian Homes' facilities in Bloomington, Arden Hills, and Roseville, for <br /> proposed refinancing of $8,525,000 in outstanding debt related to the Roseville <br /> facility, located at 1910 County Road D. <br /> Mayor Klausing closed the Public Hearing at 7:30 p.m. with no one appearing for <br /> or against. <br /> 12. Business Items (Action Items) <br />
