1 <br /> The preferred way to determine damages accruing to a property due to a taking <br /> is the "before" and "after" method. Under this method, which is usually the simplest <br /> approach, the value of the property is estimated "before" and "after" the taking(s), <br /> the difference between the two being the damages accruing to the property as a <br /> result of the taking including damages to the remainder, if any. The measure of <br /> damages to the subject property is the comparative market values of the property <br /> "before" and "after" the taking by the City of Roseville of temporary easements and <br /> the removal of fencing. <br /> This appraisal report has been made in conformity with the following: <br /> The "Uniform Standard of Professional Appraisal Practice" of the <br /> Appraisal Foundation as mandated by the Financial Institution's Reform, <br /> Recovery and Enforcement Act of 1989 (FIRREA). <br /> The "Standards of Professional Practice and Conduct" of the Appraisal <br /> Institute. <br /> All terms specified in conversations with Mr. Patrick Trudgeon of the <br /> City of Roseville. <br /> This appraisal assignment has not been based on a requested minimum <br /> valuation, specific valuation or the approval of a loan. The estimate of <br /> market value contained herein was developed independent of any undue <br /> influence. <br /> No part of the appraiser's compensation was, is, or will be directly or <br /> indirectly related to the opinions of market value reported herein. <br /> MnDOT's Right -of -Way Manual dated September 2007, Section 5- <br /> 491.202. <br /> US DOT's 49 CFR Part 24. <br /> This appraisal has been made subject to certain limiting conditions and <br /> assumptions as hereinafter expressed.
