Regular City Council Meeting <br /> Monday, December 06, 2010 <br /> Page 30 <br /> ment for screening and buffering with two (2) separate sections with heightened <br /> standards for extended hour operations adjacent to residential uses; and updated <br /> landscaping requirements. <br /> Parking and Loading Areas Chapter 1019 <br /> Staff reviewed this section, noting that in general, fewer spaces are now required <br /> for each use; but additional spaces may be installed up to a specific maximum; <br /> developers may provide formal parking studies to support parking less /greater <br /> than minimum/maximum requirements; formalized requirements for bicycle park- <br /> ing and pedestrian access /circulation. <br /> Mayor Klausing suggested in the "Minimum Parking" section, that staff provide <br /> designations for schools possibly "K -12" or "8 -12 grade," rather than defining <br /> them in the old terminology. <br /> Mayor Klausing sought any significant concerns from the Planning Commission <br /> and/or the public that staff had received on the overall code. <br /> Staff advised that one Planning Commissioner was opposed to garage setback <br /> standards. <br /> Staff advised that, during staff's review of the Traffic Visibility Triangle and at- <br /> tempts to simply text, the final draft proposed after consultation with Engineering <br /> and Public Works staff would suggest a less simple version, but provide better ac- <br /> countability in context. <br /> Staff noted that the next draft would include the most changes in the Definitions <br /> chapter, in addition to formatting modifications for content for Performance Stan- <br /> dards; and that staff was still working through those revisions. <br /> Staff concluded their overview, and thanked Councilmembers for their comments <br /> and discussion. <br /> Mayor Klausing noted that this would return to the City Council at their last 2010 <br /> meeting on December 13; and requested that individual Councilmembers provide <br /> staff with any additional feedback prior to that meeting. <br /> 14. City Manager Future Agenda Review <br /> City Manager Bill Malinen distributed upcoming draft agenda items and briefly reviewed <br /> those items. <br /> 15. Councilmember- Initiated Items for Future Meetings <br /> Related to the upcoming Lawful Gambling Change Request in January of 2011, Coun- <br /> cilmember Pust noted pending changes for City Ordinance for the Roseville Area Foun- <br /> dation to be compliance with the Foundation's needs.
