To: Roseville City Council Date: 12/5/2010 <br /> Thomas Paschl1e <br /> Regarding: Suggestion on new zoning code <br /> Topline: This serves as a suggestion to review and increase the minimum setback <br /> requirements for the new residential districts HDR -1 multi family and HDR -2 <br /> (proposed code section 1004.11(B)). <br /> Current proposed: <br /> Maximum Density 24 units /net acre None <br /> Minimum Density 12 units /net acre 24 units /net acre <br /> Maximum Building Height 35 feet 65 feet <br /> Maximum improvement Area 75% 75% 85% <br /> Minimum front Yard Building <br /> Setback <br /> Street 30 feet 30 feet 10 feet <br /> Interior Courtyard 10 feet 10 feet 15 feet <br /> Minimum Side Yard Building Setback <br /> Interior 8 feet (end unit) 10 feet 20% height of <br /> the building <br /> Corner 15 feet 20 feet 20% height of <br /> the building <br /> Minimum Rear Yard Building Setback 30 feet 30 feet 50% height of <br /> the building <br /> Suggested Changes: <br /> 1. Increase the interior side setback to a minimum of 50% of the rear yard setback <br /> for HDR -1 multifamily and HDR -2. <br /> 2. Increase the HDR -2 interior and corner setbacks from a set "20% of the height of <br /> the building" to a minimum setback of "15 ft. or 50% of height of the building <br /> 3. Add some language that allows for City Council discretion to reasonably adjust <br /> parameters given the location of the project and the topographical nature of the <br /> parcel. <br /> Rationale: <br /> 1. Using a percent of height on HDR -2 for side yard set back causes logical <br /> discrepancies with the HDR -1 criteria. (i.e. a 65 ft. HDR -1 structure has side yard <br /> setbacks of: corner 20 ft. and interior 10 ft., while the same building in an HDR -2 <br /> would have corner setback of 13 ft. and interior of 12 ft.). <br />
