Roseville Human Rights Commission
Meeting Minutes August 14, 2007
By consensus, commissioners were encouraged to bring their individual priorities, ideas and
goals to the September meeting.
Commissioner Oftelie observed that good tools existed, but the HRC apparently needed an
inventory of those tools.
Commissioner Bosch noted that the HRC mission and available tools need to mesh to ensure the
HRC was operating within the boundary of the City Council charge.
Commissioner Venters noted the Police Department's annual "Citizen's Academy" was
scheduled for six Wednesday evenings next March and he was considering participating, not
only for his personal experience, but as a way to build upon the HRC/Police Department
relationship. Commissioner Bosch expressed her interest in the Academy as well.
Commissioner McKenzie suggested partnering with the Police Department on the posters along
with the Roseville School District on "Facing Race" programming.
Chair Delmore thanked commissioners for their interest and enthusiasm; however, she noted the
need for regular and faithful attendance at HRC meetings to accomplish proposed tasks.
City Manager Malinen advised the HRC of recent staff discussions in initiating a "Roseville
University" to educate citizens to what local government does and involving each department to
provide an awareness of city related items, services, programs and challenges. Mr. Malinen
noted the commitment of resources and staff time, in addition to coordination required; he noted
that at the Department Head level, the concept had been well- received as staff supported an
innovative way to reach into the community.
Commissioners spoke in support of such an effort.
Chair Delmore advised that the September and October meetings be used to discuss and rough
out ideas.
Commissioner Bosch initiated discussion on individual commissioners increasing
communication and community awareness of the HRC within their own neighborhoods.
Additional discussion included communications resources and avenues.
City Manager Malinen was asked to see if copies of previous HRC brochures were available to
allow the HRC to review them to determine their relevance and potential distribution.
Chair Delmore suggested "taking the HRC on the road" by meeting in different locations within
the community to become more visible to citizens in their own neighborhoods.
Attendance at LMHRC Annual Meeting and Service on the Board
