Roseville Human Rights Commission
Meeting Minutes September 11, 2007
Additional training included a resource researched and interviewed by Commissioner Bosch for
specific GLTB training of the HRC to allow Commissioners to become allies and take the
training into the community. Commissioner Bosch offered to bring additional information
forward for a future discussion.
Commissioner McGehee questioned Mr. Miller on the availability of Equal Employment
Opportunities information of the City and how that is enforced with external contractors.
Mr. Miller advised that the City adhered to state and federal laws as written into standard
contract language when bidding projects or seeking proposals; he noted that some small
contractors may be exempt from those requirements.
Follow up to Conversations on Race St. Paul Foundation
Chair Delmore led a discussion on the Commission's apparent consensus to use the St. Paul
Foundation as a tool for continuing conversations on race awareness in the community.
Commissioner McKenzie suggested the HRC review the original intent of seeking this type of
training when approached by representatives of Independent School District 623 at a joint
meeting with the HRC, where they introduced the HRC to the training and asked the HRC's
assistance in providing community- training. Commissioner McKenzie noted that at that point
the HRC became involved with the St. Paul Foundation and heard their presentation.
Commissioners concurred with Commissioner McKenzie's recollection.
Commissioner McGehee opined that diversity training was one area of training with sexual
harassment an entirely different issue and questioned the City's compliance with Americans with
Disabilities Act (ADA).
Mr. Miller opined that he was unaware of any ADA compliance issues being brought forward.
Commissioner McKenzie opined that retail, business and city facilities seemed to go out of their
way to maintain ADA compliance and noted that in the past the HRC performed site visits to
ensure compliance.
Commissioner McGehee questioned if the St. Paul Foundation program offered GLTB and
sexual harassment training through their format as well.
Commissioner McKenzie opined that the HRC needed to remember their focus: what the HRC,
as an advisory commission in Roseville, could do to support or assist the school, as requested.
Chair Delmore opined her desire to get City departments to follow up on race conversations.
Commissioner Bosch provided her recollection of initial discussions and development of public
forums that evolved and the HRC's grappling with how to facilitate forums and consensus to
start with City Departments and the next implementation step to go into the community.
