Roseville Human Rights Commission <br />Meeting Minutes September 11, 2007 <br />Page 3 of 7 <br />Commissioner Bosch spoke in support of a three pronged approach: race and diversity; gender; <br />and GLTB themes. <br />Commissioner McGehee concurred with Commissioner Bosch's recollection of past discussions. <br />Chair Delmore noted that some Commissioners, depending on their availability, met and viewed <br />the training video from the St. Paul Foundation and opined that the HRC needed input from the <br />City Departments to put a plan together. Chair Delmore further opined that if City Departments <br />were not supportive in this training the HRC could go no further. <br />Commissioner McGehee opined that the HRC was awaiting City Department Heads advising of <br />a time for getting together suggesting an afternoon or lunch meeting during work hours. <br />Commissioner Bosch questioned if the Police Department should be considered separately due to <br />the nature of their work and interaction with the public or if all City employees were being <br />considered collectively with the HRC needing to determine who they were approaching. <br />Commissioner McGehee suggested that the City send each Department Head or their designee, <br />anticipating 12 15 people, including the Police Chief. <br />Commissioner Bosch opined that the training program be brought to the attention of the City's <br />Department Heads as something available for their specific departments. <br />Chair Delmore opined that if the HRC said "training is available," it left it too open; she further <br />opined that a planning session with specific departments was crucial and could start small and <br />see where the conversation went and determine the specific needs of each department. <br />Commissioner McGehee suggested that City staff be divided into civil and police staff <br />Chair Delmore noted the need to include the City's Fire Department. <br />Commissioner McGehee offered a recent incident she'd heard of a nursing home resident being <br />found unconscious on the floor in a facility in Roseville and perceived lack of sensitivity of the <br />Roseville Police officers responding to the call while family members were present. <br />Chair Delmore sought advice from Mr. Miller as to which direction the HRC should follow. <br />Mr. Miller supported the HRC's desire to establish a training program; however, he noted that <br />each department may have different training needs depending on the volume of people they deal <br />with on a daily basis. Mr. Miller suggested that the HRC consider approaching a base line <br />training level that would be appropriate for everyone then defining more specific and specialized <br />categories for employees, depending on the needs of their jobs. <br />Commissioner McGehee noted the diverse clientele of the City's Parks and Recreation <br />Department as well as that of the staff at the License Center. <br />
