She said numerous other youth committees already exist, <br /> 99 and the Commission should work with Jan Vanderwall to connect with the student groups. <br /> 100 <br /> 101 Commissioner Grefenberg said that he is member of the North Suburban GLBT North Suburban <br /> 102 Folk and Friends and they have connected with the Gay /Straight Alliance at RAHS. <br /> 103 <br /> 104 4. Compliance with Americans with Disabilities Act <br /> 107 <br /> 108 At the October Community Forum, participants raised many questions about handicap <br /> 109 accessibility. Chair Singleton introduced Roseville Code Compliance Officer Don Munson to <br /> 110 answer questions. <br /> 111 <br /> 112 Munson explained about the Americans with Disabilities Act (ADA) and the Minnesota Building <br /> 113 Code (MBC). The ADA is a broad law that addresses employment, transportation and building <br /> 114 codes. It is enforced by the Justice Department. The MBC addresses building codes only and is <br /> 115 enforced by local governments. <br /> 116 <br /> 117 The MBC is updated about every three years. Any new construction and major remodeling must <br /> 118 comply with the MBC as it is being built, but buildings do not need to upgraded as regulations <br /> 119 change. <br /> 120 <br /> 121 Under the ADA businesses do not need to upgrade but they must make reasonable <br /> 122 accommodations if they are not meeting the needs of a person with disabilities. Residents are <br /> 123 encouraged to contact the Justice Department if they believe the business has not made a <br /> 124 reasonable accommodation. <br /> 125 <br /> 126 Commissioners asked several questions raised at the community forum. They were wondering <br /> 127 why the restroom at Cedarholm Golf Course is not handicapped accessible. Munson reiterated <br /> 128 that businesses must make reasonable accommodations but are not required to remodel unless <br /> 129 they are making major remodeling. He suggested talking with the Parks and Recreation <br /> 130 Department and the City Council to ask about their funding remodeling. If the complainant feels <br /> 131 that reasonable accommodations have not been made, they can contact the Justice Department. <br /> 132 <br /> 133 Commissioners asked about enforcement at Har Mar Mall. Munson suggested contacting the <br /> 134 police or Har Mar Security. <br /> 135 <br />
