<br />3. The City Manager is hereby authorized and directed <br />to cause notice of said election to be given by publica- <br />tion of a notice once each week for two weeks in the <br />official newspaper, and by posting copies of said notice <br />at least ten days before said election at the polling <br />places, at three other public and conspicuous places <br />within the city and at the office of the City Manager. <br />Said notices shall be in substantially the form <br />hereinafter set forth. <br /> <br />4. The City Manager is also authorized and directed to <br />cause ballots or ballot labels to be prepared and placed <br />in the voting machines to be used at said election. <br />Said ballots or ballot labels shall be printed in black <br />ink on light green material in substantially the form <br />hereinafter set forth. <br />
