The Comprehensive Plan states on _page VIII-Z3: <br /> <br />"It is a District policy to review land <br />development proposals and permit <br />applications on a concurrent basis <br />with the city, village t or town .. " <br /> <br />Does the Watershed District intend to require such <br />activities as grading or excavating of land to receive a district permit? <br />If not, what would determine what type of grading or excavating <br />that would require a district permit? Would it be the size of the project? <br /> <br />7. The Comprehensive plan proposes a series of regulations <br />covering some of the following activities: <br /> <br />a. Drainage; <br />b. Aquatic weed control; <br />c. Discharge of wastes; <br />d. Land development; <br />e. Ground waters and drilling of wells. <br /> <br />Is the above regulating gOing to be done by requiring <br />permits for such activities? If not, for which activities are pennits <br />going to be required and for which activities are permits not required? <br /> <br />In the event permits are required t who will issue such <br />permits the staff or the managers themselves? <br /> <br />Are any public hearings contemplated before the <br />issuance of such permits and if so, which types of activities would <br />require public hearing s ? <br /> <br />Where will the Watershed District obtain the technical <br />information to control some of these activities such as aquatic weed <br />control? <br /> <br />Would the District use the technical information now acquired <br />by the Department of Health, the Pollution Control Agency, or the <br />Minnesota Department of Natural Resources or would they seek information <br />from the staff hired by themselves? <br /> <br />In the event technical information to handle some of the <br />regulations would be obtained from the present state agencies, what would <br />be the benefit of additional regulations of the District beyond the present <br />regulations of the state agencies? <br /> <br />How large a staff is contemplated that the district will <br /> <br />retain? <br /> <br />-3- <br />
