2. The Public Works Director has submitted his preliminary reports with reference to the foregoing improvements advising the Council in a preliminary way that said improvements are feasible and should best be made as a combined improvement. Said reports are hereby approved and shall be placed on file in the office of the City Manager. 3. The City Council hereby finds, determines and declares that the improvements described above shall, in accordance with the reports of the Public Works Director, be instituted and conducted as a single combined improvement in accordance with Minnesota Statutes, Chapter 429. 4. Said combined improvements are hereby designated Combined Improvement of 1975, SS-W-P-74-l5 and SS-W-P-74-l6. 5. The Council shall meet at the City Hall, 2701 North Lexington Parkway, in said City on February 10, 1975, at 7:30 o'clock p.m. for the purpose of holding a public hearing on Combined Improvement of 1975 SS-W-P-74-15 and SS-W-P-74-l6, under and pur- suant to the provisions of Minnesota Statutes, Chapter 429, and the City Manager is hereby authorized and directed to cause notice of the time, place and purpose of that meeting to be published twice in the official newspaper, The Roseville Sun, which publications shall be a week apart, and the second publication shall not be less than three days befqre the date of the hearing. Pursuant to Minnesota Statutes, Section 429.031 (1), notice shall also be mailed to the owner of each parcel within the area proposed to be assessed not less than ten days prior to such hearing. 6.
