<br />MAYOR LINEBARGER: Did you say how many petitioned for <br />this improvement? <br /> <br />MR. HONCHELL: 42% <br /> <br />MAYOR LINEBARGER: Mr. Popovich, will you present the <br />financing and assessments. <br /> <br />MR. POPOVICH: Mayor, and members of the Council, as the <br />engineer said, the alternates have a different cost factor and <br />in the legal notice that was published, we had to put in the <br />highest cost--or the $lOl,865 so that if you went for the higher <br />one the legal notice would cover it. The detail has been given <br />to you by the engineer and again we would recommend a 20 year <br />assessment period with 8% carrying charge. If you want the <br />amounts attributable to sanitary sewer, water and street, I'll <br />give those, but the fundamental choice you have to make is what <br />alternate you will go for. <br /> <br />MAYOR LINEBARGER: I will ask the Manager to read any <br />statements from affected property owners. <br /> <br />MR. ANDRE: We have a communication from Harlen Jeppesen, <br />2203 N. Victoria in opposition to the project. <br /> <br />MAYOR LINEBARGER: I will now open the hearing to the <br />public. I will ask that each person that speaks state whether <br />for or against the project, and give their name and address of <br />the piece of property they represent. <br /> <br />MR. KENNETH KIRCHNER, 2220 Milton: I got a notice in the <br />mail that all the lots east of Milton and south of 36 would be <br />assessed for this street that's being added in there. That <br />would include the four white lots at the east side of Milton. <br />Why did I get the notice saying'that we would be assessed? <br /> <br />MR. HONCHELL: The notice was sent to those parcels because <br />in some cases those lots extend out beyond the areas, as I under- <br />stand it. There's no intention of assessing lots 1, 2, 3, and <br />4 which abut Milton Street. We do not propose to have assess- <br />ments on those lots. <br /> <br />MR. KIRCHNER: This notice said that all the ~ots east of <br />Milton, south of 36, north of County Road B known as Auditor's <br />Subdivision so and so and Sherren Street Addition, Lot 4, Block l. <br />
