<br />t,2/j- <br /> <br />Minutes of Meeting <br />of City Council <br />City of Roseville <br />Ramsey County, Minnesota <br />February 10, 1975 <br /> <br />Pursuant to due call and notice thereof, a regular <br />meeting of the City Council of the City of Roseville, Minnesota, <br />was held in the City Hall in said City on Monday, February 10, <br />1975, at 7:30 o'clock p.m. <br /> <br />The following members were present: Mayor Linebarger and <br />Councilmen Curley, Demos, Hess and Brennan; and the following <br />were absent: None. <br /> <br />Also present were Mr. James Andre, City Manager; Robert <br />Bell, city Attorney; Charles Honchell, City Public Works <br />Director; and Peter S. Popovich, City Bond Consultant. <br /> <br />MAYOR LINEBARGER: The next project is Improvement SS-W- <br />P-74-27, Merrill Street, Huron Street, Dellwood Avenue and <br />Ruggles Street. Are there any people in the audience interested <br />in this improvement? I will ask the Manager to present the <br />legal notices. <br /> <br />MR. ANDRE: I have the affidavit of publication and <br />certificate of mailing notices for Improvement 74-27. <br /> <br />MAYOR LINEBARGER: I will ask Mr. Honchell to present a <br />summary of the nature of the improvement and the area involved. <br /> <br />MR. HONCHELL: This project is a result of a petition of <br />7~/o - signed by the abutting property owners last November. <br />Shown in green is the street. What it consists of is the <br />extension of Huron, Dellwood and Merrill southerly and the <br />connecting of these three by Ruggles Street. This is somewhat <br />similar to the last improvement hearing in that several large <br />lots exist and it's the only way to utilize this area to the <br />fullest (inaudible) is the development of the site into smaller <br />lots which would require an additional extension of the roadways <br />and utility system. You can see by the lower project on the <br />screen there are several utilities that exist shown by the <br />dashed line - both sanitary and storm sewers, and if those, <br />again, are to be utilized to the greatest degree possible with <br />the placement of the roadway as proposed, the principal point <br />on this particular project is the fact that in order to <br />
