construct this roadway it's necessary to acquire additional
land. The primary problem with this land acquisition is that
approximately at Dellwood and Ruggles there is an existing
structure that is a single family home and occupied and to
construct this roadway and open the land up it would be necessary
to acquire that structure. It is my recommendation that this
roadway and associated utility improvement be approved and that
the right of way be acquired as necessary.

MAYOR LINEBARGER: If the structure were acquired, you
would sell the house and credit it back.

MR. HONCHELL: What we would be doing after we acquired
the land, we would be making various surplus parcels available
to the adjacent land owners and it's anticipated this would be
purChased by these land owners inasmuch as this would make their
property that they already own more valuable because they would
be able to add additional buildable lots. This income would then
be credited to the project to reduce the assessable cost.

MAYOR LINEBARGER: I'll ask Mr. popovich to explain the
financing and assessments.

MR. POPOVICH: This project is $107,624 of which the
street, curb and gutter is $80,612 which would be reduced to
$72,971 assuming the recoupment of the right of way through
sale, which forms 7~/o of the total cost of the improvement.

Sanitary sewer main cost is $6,091; sanitary sewer
services $3,450. The watermain cost is $18,731 and water
services $6,380 to form the balance of the cost. Of course,
the front footage cost will vary depending on the amount of
front feet involved. We are recommending this be spread over
20 years with ~/o on the unpaid balance.

MAYOR LINEBARGER: I will ask the Manager to read any
statements.

MR. ANDRE: We have a letter from L. E. Oliver and Florence
Oliver Objecting to the improvement.

MAYOR LINEBARGER: I will open the hearing now. If
anyone wants to make a statement, please give your name and the
location of the property you represent.

MR. EDWARD KATH, representing my dad, Arthur E. Kath,
1836 North Hamline. He owns the property which would be lots

2
