petition recommending the project. Based on this, the Council
received the petition and ordered the feasibility study which
resulted in this hearing being called tonight. The basic pro-
blem in the area is one of flooding plus some other lesser
problems.

Perhaps the best way to illustrate what happens, at least
occasionally, in the area, is to show some video tapes we took
on April 28. If we could have someone turn the lights out
please.

AUDIO VOICE: Northeast corner of Hamline and Josephine
Road. The water is pocketing due to lack of a drainage struc-
ture to eliminate the problem.

MR. HONCHELL: This is on Mr. Lametti's property.

AUDIO VOICE: The area encompasses approximately 50 by 28
feet. (inaudible) the problem on the east side of Hamline at
the intersection of Lydia, we will attempt to show depth along
here.

MR. HONCHELL: This is in front of the church adjacent to
Hamline. While there is flooding in these areas, there aren't
really the particular problem areas in this project. Even though
it might not look like it, they are not the point of special
(inaudible) .

AUDIO VOICE: (inaudible) on the west side of Hamline.
There is a ditch-way from the (inaudible) cul-de-sac to a small
inlet at the corner of Josephine Road and Hamline Avenue. Again
we will attempt to show elevations.

MR. HONCHELL: This starts through the park from the cul-
de-sac on Brenner.

AUDIO VOICE: As you can see, the problem in this area is
quite extensive with water depths averaging in the one and a
half foot area. As we approach the intersection of Josephine
Road the water depths tend to increase upward to two feet. We
will now walk south along Hamline and attempt to show the area
with the problem presently existing. As you can see, a good
portion of Autumn Grove Park is currently under water.

2
