<br />they make the statement that the installation of a storm sewer <br />would result in a reduction of solids added to the lake and in <br />their conclusion they say to replace the existing drainage ditch <br />would improve the quality of the runoff water. Would you explain <br />how that would come about. <br /> <br />MR. HONCHELL: Their conclusions are based on their find- <br />ings and general knowledge which is the fact that the water in <br />the ditches is actually producing a lower quality effluent that <br />reaches the lake than if it were in a pipe because of the phos- <br />phates and activities that go in that ditch (inaudible). <br /> <br />MAYOR LINEBARGER: Are they saying there will be no more <br />water added than in this inadequate system but it will be a <br />better quality rather than having it lay in the ditches. <br /> <br />MR. HONCHELL: I would say there would be a slight increase <br />of volume of water but there wouldn't be a marked increase in the <br />volume of water. <br /> <br />MAYOR LINEBARGER: Do you agree with this study? <br /> <br />MR. HONCHELL: I would not say it's better, but I would not <br />say it's worse. <br /> <br />MRS. DEMOS: You said you didn't understand one of the bond- <br />ing questions. On this acreage - I believe 262 - taking it over <br />across Lexington and up from that side into Little Josephine, and <br />you refer to the amount $88,000. <br /> <br />MR. HONCHELL: For that pipe. <br /> <br />MRS. DEMOS: Would you l:E able to, number 1 to put tha t 88 <br />in with the original storm sewer as far as assessing, or would <br />that have to go against the city as a whole, or could you do it <br />at all. <br /> <br />MR. HONCHELL: I think she's saying can this cost in in- <br />cluded and I guess I would have to bow to our bonding attorney <br />to review this. It's questionable if water coming from this <br />area could be assessed to these people as an expense and this <br />is part of what led me to believe we have two problems.
