<br />a flooding problem which can be cured by a collection system <br />and larger outlets, and a quality problem in the lake which <br />could be cured by - at least partly cured by some of these <br />other actions and these other plans or alternatives. I am <br />not sure whether we could put this $88,000 we spent here against <br />these people. <br /> <br />MRS. DEMOS: By other people, when you talk about drain- <br />ing all that acreage, as of yesterday right on that point just <br />north of Josephine where you got a little bend in the road, that <br />water is up to a few inches of the height of the road. Can it <br />physically hold the water from another 262 acres. <br /> <br />MR. HONCHELL: It can hold it but there would probably have <br />to be some auxiliary work done at different points. <br /> <br />MRS. DEMOS: Putting it in there you will flood Lexington <br />Avenue. <br /> <br />MR. HONCHELL: You would have to do some work here. The <br />nice thing is on typical rains this stuff will be able to move <br />out fast enough before the next one, but when you qet two in <br />a row it piles up and you have to have some precaution. By and <br />large it will work, but this is a rough overview. I guess I'm <br />not saying that we know what would happen in every spot along <br />there. <br /> <br />MAYOR LINEBARGER: Were you to follow through with your <br />present study as recommended in the feasibility study, you'd be <br />at the point where about 24% were assessed. <br /> <br />MR. HONCHEL~: Including the city land. <br /> <br />MAYOR LINEBARGER: If you try to do anvthing other than <br />that to carry it - pump the water up over Lexington with all this <br />additional cost there is no way you could bond this. You'd be <br />way under the 20% so it couldn't be done through a public hearing, <br />but through a referendum or we'd have to simply pick it up in <br />general taxes. pick it up as city expense against our regular <br />levy. Are there other questions of Mr. Honchell from the Council? <br /> <br />I will ask Mr. Popovich to present a summary of the financing <br />and assessment. This is for the program as he had originally <br />presented it and does not include these alternatives. <br /> <br />9 <br />
