It is hereby found and determined by this Council that <br />the foregoing amendment is just and equitable to said proposed <br />assessment, and necessary to a fair assessment for payment of <br />the cost of said improvement. <br /> <br />The motion for the adoption of the foregoing resolution <br /> <br />was duly seconded by Councilman Hess, and upon vote being taken <br /> <br />thereon, the following voted in favor thereof: all; and the <br /> <br />following voted against the same: none; whereupon said resolu- <br /> <br />tion was declared duly passed and adopted. <br />
