(Form of certificate to be printed on the reverse side of each bond, following a full copy of the legal opinion on the issue) We certify that the above is a full, true and correct copy of the legal opinion rendered by bond counsel on the issue of bonds of the Village of Roseville which includes the within bond, dated as of the date of delivery of and payment for the bonds. The bonds shall be prepared under the direction of the Village Clerk and shall be executed on behalf of the Village by the signature of the Mayor, counter- signed by the Village Clerk, and the corporate seal of the Village shall be affixed thereto, and the appurtenant interest coupons shall be executed and authenticated by the printed, engraved or lithographed facsimile signatures of the Mayor and Clerk. When the bonds have been so executed and authenticated, they shall be delivered by the Treasurer to the purchaser thereof, upon payment of the purchase price hereto- fore agreed upon and the purchaser shall not be obliged to see to the application thereofj but the proceeds thereof shall be applied solely to the payment of costs incurred and to be incurred in the construction of Water Improvement No. 62-1 of the Village. 5. Water Improvement No. 62-1, consisting of the construction of facili- ties needed for supplying and distributing water within a substantial area of the Village, has been duly ordered by resolution adopted August 27, 1962, after public hearing in accordance with Minnesota Statutes, Chapter 429, and a contract has been duly awarded for the construction of a substantial portion of such improvement. The proceeds of the bonds herein authorized are appropriated to the Water Improvement No. 62-1 Fund, for the payment of a like portion of the cost of that improvement, in anticipation of the levy and collection of special assessments upon properties benefited thereby} and of such taxes as the Council shall determine to levy for that purpose in accordance with law.
