accrued interest, plus a premium of 2% of the par value of each bond prepaid on or before September 1, 1977, and without premium if prepaid on or after March 1, 1978. Of the bonds outstanding at the time of call for redemption, those bearing the highest coupon rates will be prepaid first, in inverse order of their serial numbers. The Village will mail notice of the call of any of the bonds for redemption, to the holder, if known, and to the bank at which principal and interest are then payable. Holders of prepayable bonds desiring to receive such notice may register their names and addresses and the serial numbers of their bonds with the Village Treasurer. IT IS HEREBY CERTIFIED, RECITED, COVENANTED AND AGREED that all acts, con- ditions and things required by the Constitution and laws of the State of Minnesota to be done, to exist, to happen and to be performed preliminary to and in the issu- ance of this bond in order to make it a valid and binding general obligation of the Village according to its terms have been done, do exist, have happened and have been performed as so required; that the Village has duly determined the necessity and contracted for the construction of said improvement; that the Water Improvement Bond Sinking Fund has been duly created and provision made for the support thereof by ad valorem taxes and special assessments to be levied for the years and in aggregate amounts not less than five per cent (5%) in excess of sums sufficient to pay when due the principal and interest on all bonds payable from that fund, and additional taxes, if needed for said purpose, may be levied upon all taxable property in the Village, without limitation as to rate or amount; and that the issuance of this bond did not cause the indebtedness of the Village to exceed any constitutional or statu- tory limitation. IN WITNESS WHEREOF the Village of Roseville, Ramsey County, Minnesota, by its Village Council, has caused this bond to be executed in its behalf by the signa- ture of its Mayor, countersigned by its Village Clerk, and sealed with its official seal, and has caused the interest coupons appurtenant hereto and the certificate appearing on the reverse side hereof to be executed and authenticated by the fac- simile signatures of said officers, and has caused this bond to be dated as of March 1, 1963.
