(Form of certificate to be printed on the reverse side of each bond, following a full copy of the legal opinion on the issue) We certify that the above is a full, true and correct copy of the legal opinion rendered by bond counsel on the issue of bonds of the Village of Roseville which includes the within bond, dated as of the date of delivery of and payment for the bonds. The bonds shall be prepared under the direction of the Village Clerk and shall be executed on behalf of the Village by the signature of the Mayor, counter- signed by the Village Clerk, and the corporate seal of the Village shall be affixed thereto, and the appurtenant interest coupons shall be executed and authenticated by the printed, engraved or lithographed facsimile signatures of the Mayor and Clerk. When the bonds have been so executed and authenticated, they shall be delivered by the Treasurer to the purchaser thereof, upon payment of the purchase price hereto- fore agreed upon and the purchaser shall not be obliged to see to the application thereof; but the proceeds thereof shall be applied solely to the payment of costs incurred and to be incurred in the construction of Water Improvement No. 62-1 of the Village. 5. For the payment of such costs the proceeds of the bonds herein author- ized and sold are appropriated to the Water Improvement No. 62-1 Fund, in addition to the proceeds of the bonds authorized and sold by the resolution dated November 7, 1962, entitled "RESOLUTION AWARDING SALE OF $1,000,000 WATER IMPROVEMENT BONDS, SERIES 1 AND ESTABLISHING THE FORM AND TERMS AND DIRECTING THE EXECUTION AND DELIVERY THEREOF". It is now estimated that the special assessments to be levied upon the area assessable with respect to the improvement will be in a principal amount not less than $ , payable in installments with interest as described in that resolution.
