<br />EXTRACf OF MINUTES OF MEETING <br />OF CITY COUNCIL <br />CITY OF ROSEVILLE <br />RAMSEY COUNTY, MINNESOTA <br /> <br />Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of Roseville, .county of <br />Ramsey, Minnesota, was duly held in the City Hall at 2660 Civic Center Drive, Roseville, Minnesota, on Monday, <br />the tenth day of April, 1995, at 5:30 o'clock p.m. <br /> <br />The following members were present: Wiski, P. Johnson, Mastel, Goedeke, and V. Johnson, and the following were <br />absent: None. <br /> <br />Member Goedeke introduced the following resolution and moved its adoption: <br /> <br />RESOLUTION NO. 9169 <br /> <br />RESOLUTION CONCURRING WITH PROPOSED 1995 COUNTY/CITY TURNBACKS <br /> <br />WHEREAS, the 1991 Minnesota Legislature established a Ramsey County Local Government Services Study <br />Commission to "report on the advantages and disadvantages of sharing, cooperating, restructuring, or consolidating..." <br />activities in areas of public service including public works; and <br /> <br />WHEREAS, the consolidation plan provides for reclassification of roadways and corresponding changes in <br />jurisdiction including the transfer of local and State Aid roadways between the County and municipalities; and <br /> <br />WHEREAS, McCarrons Boulevard South (County Road 117) from T. H. 49 to Roselawn Avenue, McCarrons <br />Boulevard North (County Road 116) from T. H. 49 to Roselawn Avenue, and Roselawn Avenue (County Road 115) <br />from McCarrons Boulevard to Dale Street, located in the City of Roseville, are presently under the jurisdiction of <br />Ramsey County as County Roads; and <br /> <br />WHEREAS, These roadway segments have been determined to serve a local function only; and <br /> <br />WHEREAS, revocation of County Road status may be accomplished be resolution of the Ramsey County Board of <br />Commissioners pursuant to Minnesota Laws 163.11; and <br /> <br />WHEREAS, the City of Roseville has concurred that jurisdiction should be changed ûom Ramsey County to the City <br />of Roseville; and <br /> <br />WHEREAS, the consolidation plan stipulates that Ramsey County shall improve the roadways to acceptable levels <br />prior to transferring jurisdiction over roadway segments from Ramsey County to municipalities, and the Ramsey <br />County Capital Improvement Program provides funding for these improvements; and <br /> <br />WHEREAS, the City of Roseville desires to reconstruct these roadways for an estimated cost of$I,430,000 and fund <br />the reconstruction with Municipal State Aid street sources, and an estimated $520,000 from the Ramsey County <br />Roadway Consolidation Fund; and <br /> <br />WHEREAS, Terminal Road from T. H. 280 to Cleveland Avenue and Cleveland Avenue from County Road B-2 to <br />County Road C are currently under the jurisdiction of the City of Roseville and have been determined to serve a <br />County function; <br />
