Having built the houses in Len Ruth Estates <br />Addition which includes all on Prior Circle, I know for a fact <br />that all of these lots on both sides of Prior Circle and the ones <br />on County Road D drain toward the west, both above and below <br />ground. Therefore, all lots in the Len Ruth Estates Addition <br />should be included in the assessment area. I don1t know how <br />a surveyor could possibly exclude them. I cannot be present at <br />the hearing so please accept this letter instead. <br /> <br />MAYOR DEMOS: Before I open this to the public, I want to <br />ask Mr. Honchell a question. We cannot assess the lots in Arden <br />Hills? <br /> <br />MR. HONCHELL: That would have to be between an agreement <br />with Arden Hills. <br /> <br />MAYOR DEMOS: Have they given you any (inaudible)? <br /> <br />MR. Is the property below C-2 <br />going to be assessed for any of this project? <br /> <br />MR. HONCHELL: If this portion alone were improved. As you <br />know t.here1s another consideration for that south (inaudible). <br />If this were approved, then those lots directly south of C-2 <br />would be included in this assessment area because we have to <br />bring in that blue piece of improvement - that would be neces- <br />sary to properly drain the intersection as well as a small por- <br />tion of Cleveland Avenue and the abutting property. <br /> <br />MR.
